The Highway Development and Management System - HDM-4 - is a software system for investigating choices in investing in road transport infrastructure.
Since 1996, the World Road Association (PIARC) resumed the responsibility of the management of this project further to the actions started by the World Bank.
After the developments of version 1 for which more than 1000 licenses were worldwide sold, PIARC made develop a version 2.0 taking into account remarks of the users. This version 2.0 was finalized in June 2005.
In accordance with the resolution adopted by the PIARC Council, the management of the HDM-4 project has now been externalized.
Following a call for proposals, the service concession contract was allocated to HDMGlobal, an international consortium led by the University of Birmingham.
HDMGlobal is responsible for:
- the marketing,
- the sale of licenses,
- the assistance to the users,
- the management of later developments.
Since the beginning of February 2005 it is no longer possible to purchase version 1.3 of the HDM-4 software.

of the HDM4 technical documentation are available and for sale in paper version at PIARC Secretariat. The other volumes are available in electronic files at HDMGlobal.
